Nepal Marks International Day for Universal Access to Information

Nepal is marking the International Day for Universal Access to Information today with events highlighting the public’s right to information and the need for greater accountability from public institutions. The day is observed worldwide on September 28.

The United Nations General Assembly formally recognised the observance in 2019. Nepal’s National Information Commission says events are being held to raise awareness of the right to information and encourage public bodies to make information more accessible.

Article 27 of Nepal’s Constitution guarantees citizens the right to request and receive information on matters concerning themselves or the public. The Right to Information Act, 2007, and its 2008 regulations provide the legal framework for exercising that right. Advocates say awareness and practical access remain limited in rural areas and among marginalised communities.

Umeed Bagchand, president of the National Federation for the Right to Information, said governments at all three levels have yet to give the issue sufficient priority in their policies, programmes and budgets. Former Federation of Nepali Journalists president Taranath Dahal also called for the prompt appointment of officials to the National Information Commission.

The day raises a practical question: whether public bodies provide information promptly and clearly, including by publishing matters of public interest without waiting for citizens to request them.
