Russia Calls for Restraint Amid Tensions Around Kaliningrad

The Russian Embassy in Belgium has expressed concern over military activity and increasingly forceful political statements concerning the Kaliningrad region. In a statement issued on September 28, it urged NATO member states to avoid further escalation, warning that miscalculation could increase the risk of a direct confrontation.

The embassy said NATO military activity near Russia’s western borders had intensified. It also alleged that Western officials were discussing scenarios for isolating Kaliningrad from the rest of Russia. The embassy said it had conveyed its position to NATO’s International Staff and Belgium’s foreign ministry. The statement did not provide independent evidence establishing that NATO had adopted a plan to isolate the region.

The embassy linked its concerns to Baltic Sentry, a NATO activity launched in January 2025. NATO says the activity is intended to strengthen the protection of critical undersea infrastructure in the Baltic Sea. The differing descriptions show how the two sides view security measures in the region through sharply different perspectives.

Russia warned that it would respond to any attempt to isolate Kaliningrad and called on NATO members to refrain from further escalatory statements and actions. Direct communication about military activity and security concerns could help reduce the risk of misunderstanding.
