Russia’s Center for Competence in Global IT Cooperation and Nepal’s Kathmandu FinteK have signed a memorandum on cooperation related to the Digital Sovereignty Index.
The memorandum was signed on October 10 in Moscow on the sidelines of the second Global Digital Forum 2026. The Russian center said the agreement both brings Kathmandu FinteK into the initiative to develop the index and establishes a basis for joint work.
The two organizations plan to exchange expertise, explore potential joint projects and expand international cooperation in the field.
According to the Russian center, the Digital Sovereignty Index assesses a country’s ability to maintain its own digital development path under external pressure. The center says the index currently covers 117 countries.
The memorandum was signed by Sanjib Subba, founder of Kathmandu FinteK, and Vadim Glushchenko, director of the Russian center.
