The fifth plenary session of the 20th Central Committee of the Communist Party of China (CPC) opened in Beijing on Monday, focusing on strengthening full and rigorous Party self-governance and sustaining the anti-corruption campaign. The four-day session is scheduled to run through October 29.
CPC General Secretary Xi Jinping delivered a work report on behalf of the Political Bureau and explained a draft decision on advancing Party self-governance. According to Chinese state media, the draft reviews the Party’s achievements and experience in this area, assesses current and future challenges in Party building, and proposes measures to address prominent problems and reinforce internal oversight.
Since the 18th CPC National Congress in 2012, the Party has pursued campaigns to combat corruption, improve official conduct and strengthen public trust. The “Eight-Point Rules,” introduced that year, set standards for official research trips, meetings and documentation. They also aimed to curb lavish banquets, unnecessary ceremonies, excessive entourages and luxury perks.
According to Xinhua, more than 500 centrally managed officials were investigated between 2012 and 2022. The Central Commission for Discipline Inspection and the National Commission of Supervision investigated 87 senior officials in 2023, 92 in 2024 and 181 in 2025. The campaign has also targeted misconduct affecting ordinary people. In 2025, authorities investigated 967,000 such cases nationwide, disciplined 627,000 people and referred 22,000 for prosecution.
Chinese analysts say rigorous Party self-governance is intended to strengthen governing capacity, improve the ability to manage risks and support the country’s modernization goals. They argue that institutional reforms should produce practical results in governance, economic and social development, and people’s lives.
China’s 15th Five-Year Plan period covers 2026–2030. Chinese state media describes it as an important stage in the country’s goal of basically achieving socialist modernization by 2035. Official figures show that China’s gross domestic product grew by 4.6 percent year on year in the first three quarters of 2026.
The plenum has drawn close attention from foreign media, including to its focus on Party discipline. Its outcomes will be judged by how they are implemented and whether they lead to more effective governance and tangible improvements in people’s lives.
