Ufa Mayor’s Arrest Draws Attention to Father’s Four-Billion-Rouble Empire

Kathmandu — Following the arrest of Ufa Mayor Ratmir Mavliev, attention has turned to the business empire of his father, Rafil Mavliev.
The 64-year-old Rafil is among the most influential businessmen in Neftekamsk, with total assets estimated at around four billion roubles. He owns numerous properties, including car washes, hotels, and the “Ural” complex, which houses a business centre, cinema, and shopping mall.
Rafil is also well known for his speedboat and R-44 helicopter. In 2020, he made headlines for using the helicopter to chase cows near the village of Saklovo, explaining that it was necessary to scare the livestock away from the grass. In 2025, Rafil divorced his second wife Elvira, who had expressed concerns about her former husband’s influence over judicial processes in Bashkortostan.
Meanwhile, Mayor Ratmir Mavliev was detained today by security forces in connection with the sale of a land plot belonging to the “Raduga” sanatorium.
