China Investigates STO Express over Workplace Safety Failures

China’s State Post Bureau has launched a formal investigation into major courier service provider STO Express Co., Ltd. over alleged weaknesses in workplace and operational safety management.
According to a statement released by the bureau on Tuesday, multiple workplace safety accidents have occurred since the beginning of this year at enterprises operating courier services under STO Express trademarks, trade names and waybills.
Safety hazards were also repeatedly identified at their business sites during regulatory inspections, the bureau said.
The State Post Bureau concluded that STO Express had failed to effectively manage workplace safety at enterprises operating under its brand and network.
The company had also failed to implement the unified safety management system required under relevant laws and regulatory provisions, according to the bureau.
On this basis, the regulator has filed a case and opened an investigation into the company in accordance with the law.
The launch of the investigation does not itself constitute a final determination of liability or punishment. Any regulatory decision will be made after the examination of evidence and findings gathered during the investigation.
STO Express is one of China’s major courier and parcel delivery service providers. As the company operates through a broad network of affiliated enterprises and service outlets, the responsibility of the parent company for workplace safety, operational procedures and unified management is considered significant.
The investigation highlights China’s growing regulatory emphasis on ensuring the safety of workers, operational sites and delivery processes as the country’s courier industry continues to expand rapidly.
