Around 12,700 Evacuated as Torrential Rain Hits Liaoning Province

Around 12,700 people had been evacuated in northeast China’s Liaoning Province by Monday morning after torrential rain battered the region from Sunday, local authorities said.

From 8 a.m. Sunday to 11 a.m. Monday, heavy to torrential rain affected southeastern Liaoning, with intense downpours reported in some areas. Northern and western parts of the province experienced light to moderate rain, while several locations also recorded localized heavy to torrential rainfall.

Red alerts for torrential rain remained in effect across multiple parts of the province. By 6 a.m. Monday, nine cities had activated flood emergency response mechanisms, according to the provincial flood control and drought relief headquarters.

The provincial emergency management department instructed eight cities, including Dalian, Anshan and Dandong, to place 3,611 rescue and emergency response teams on standby. Together, the teams comprise more than 127,000 personnel prepared for flood relief and emergency operations.

Dandong was among the most severely affected areas. By 6 a.m. Monday, 8,078 people had been evacuated there.

The Dandong meteorological observatory issued a red alert for torrential rain at 11:33 a.m. Monday. According to the observatory, between 160 and 240 millimeters of rain had fallen in the urban area during the previous 11 hours.

A further 100 to 130 millimeters of rainfall was forecast over the following six to eight hours. Maximum hourly rainfall intensity could reach 70 millimeters, while cumulative precipitation during the entire weather event could exceed 350 millimeters.

Authorities have maintained a high level of preparedness because continued heavy rain could increase the risk of flooding, waterlogging, landslides and other weather-related hazards.

China operates a four-tier weather warning system. Red represents the most severe level, followed by orange, yellow and blue.
