The Mountain’s Warning: Bhotekoshi and the Question of Shared Responsibility and Intergenerational Justice

Is the devastating surge of the Bhotekoshi sending a larger warning to the world? Before seeking an answer, one reality must be acknowledged. The disaster in the Bhotekoshi–Trishuli region is not merely a human and economic tragedy for Nepal. It has brought a changing Himalaya, global warming, our model of development and our responsibility to future generations into a single debate.
Climate change is not the problem of one country, nor can it be solved by blaming a single nation. But that does not mean every country bears equal responsibility. The crisis is shared, while historical emissions, present contributions, economic capacity and exposure to its consequences are not. Protecting the planet is a responsibility of all, but the burden must be distributed justly.
International climate governance recognises this through the principle of “Common but Differentiated Responsibilities and Respective Capabilities.” The 1992 Rio Earth Summit and the United Nations Framework Convention on Climate Change laid its foundation. The Paris Agreement carried the principle forward while recognising differing national circumstances and capacities. In other words, a shared crisis demands a shared response, but justice cannot be achieved by ignoring differences in history and capacity.
Following the Bhotekoshi disaster, reports circulated widely that Nepal had sought compensation from China, India and the United States. Nepal’s formal approach, however, has not been to pursue bilateral compensation claims against any particular country. Instead, it has sought emergency financial support through the Fund for responding to Loss and Damage. Raising the question of climate justice is not the same as directly blaming one country for a specific disaster.
The decision to establish the Fund for responding to Loss and Damage was taken at COP27 in 2022, with implementation advancing from COP28. Its purpose is to support vulnerable developing countries facing severe economic and non-economic losses from climate impacts. By March 2026, approximately USD 822 million had been pledged to the Fund. Compared with the scale of climate-related losses worldwide, however, that remains a limited resource.
The Fund is not a “compensation bill” presented to individual countries. It is an international financial mechanism intended to address losses that cannot be prevented despite mitigation and adaptation efforts. Nepal is therefore justified in seeking climate justice, but such claims must be grounded in evidence, transparency and international consensus.
At the same time, it would be scientifically unsound to declare the Bhotekoshi disaster a direct consequence of climate change without sufficient research. Preliminary assessments indicate a complex sequence in which a large mass of snow, ice and rock collapsed in the high mountains, disrupting the river system and triggering a destructive surge of water and debris. Determining how much long-term warming contributed to the probability or intensity of this event requires detailed scientific investigation.
This is where attribution science becomes important. Modern climate science does not simply declare that a particular flood, drought, heatwave or landslide was “caused by climate change.” It examines how human-induced warming altered the likelihood or severity of such an event. Scientific caution does not weaken the case for climate action. It places political claims on a stronger foundation of evidence.
The long-term transformation of the Himalaya, however, is deeply concerning. Assessments by the International Centre for Integrated Mountain Development, ICIMOD, indicate that average temperatures across the Hindu Kush Himalaya rose by around 0.28 degrees Celsius per decade between 1951 and 2020. Glacier area declined by around 12 percent between 1990 and 2020, while the rate of ice loss has accelerated in recent decades.
This is about far more than having less snow in the mountains. Changes in glacier mass balance can alter the timing and volume of river flows. Thawing frozen ground can destabilise rocky slopes. Expanding glacial lakes can increase the risk of sudden outburst floods. As water, ice, temperature, rock and geological instability interact, high-mountain disasters can become increasingly complex and cascading.
Scientists use the term “tipping point” for a threshold beyond which changes within a natural system may accelerate and become extremely difficult to reverse. It would be premature to conclude that the entire Himalayan system has reached such a point. But ignoring signs of potentially irreversible changes within mountain ecosystems would be equally irresponsible.
The Himalaya may be divided among Nepal, China, India and other countries on political maps, but its ecological systems do not follow borders. Its snow, glaciers and rivers directly or indirectly support the water supply, agriculture, food security, energy and livelihoods of nearly two billion people. Changes in the high mountains can travel far downstream. Himalayan security is therefore no longer only an environmental issue. It is also a question of food, energy, economic and human security.
For this reason, responsibility cannot be reduced to simplistic blame. Older industrialised countries account for a large share of historical cumulative emissions. Major emerging economies play an important role in current emissions. Per capita emissions, levels of development and financial capacity present yet another picture. Judging China, the United States, India or any other country as simply guilty or innocent on the basis of a single indicator strips climate justice of its real complexity.
Political divisions over climate policy within major powers are also a concern. The current US federal leadership has questioned the seriousness of climate change and portrayed it as an exaggerated problem. Yet this cannot be treated as the position of American society as a whole. Much of the US scientific community, many state governments, universities, businesses and civil society organisations recognise climate change as a serious challenge. The difficulty is that such political division within one of the world’s most influential powers can weaken the momentum required for global consensus.
Glaciers do not ask about political ideology. Rising seas do not stop at national borders. Droughts, wildfires, extreme rainfall, cyclones and mountain disasters recognise no state boundary. A risk visible in the Himalaya today may emerge tomorrow in the Alps, Andes, Rockies, Arctic or another vulnerable region of the planet. Reducing the climate crisis to an ideological dispute is therefore dangerous.
While seeking responsibility from the international community, Nepal must also acknowledge its own shortcomings. Climate justice cannot be used to conceal risky domestic development practices. Road construction without adequate geological assessment, environmental impact assessments reduced to procedural formalities, encroachment on river corridors, poorly planned infrastructure on fragile slopes and the underestimation of extreme disaster risks in hydropower projects can turn natural hazards into major human catastrophes.
Global emissions reduction and local adaptation are both indispensable. Without rapid cuts in greenhouse gas emissions, the underlying driver of warming cannot be controlled. But because greenhouse gases accumulated in the atmosphere have already locked in part of the warming risk, adaptation is no longer optional for Nepal. The world must reduce emissions; Nepal must build the capacity to live safely with a rapidly changing Himalaya.
Rather than continually creating new institutions, Nepal could establish a permanent Himalayan risk mechanism connecting existing national agencies, universities and the scientific capacity of Kathmandu-based ICIMOD. The Department of Hydrology and Meteorology, the National Disaster Risk Reduction and Management Authority, scientific institutions, security agencies and local governments need an integrated real-time information system.
Technology must not remain confined to control rooms in Kathmandu. High-mountain settlements need automated weather and river-monitoring equipment, local sirens, mobile alerts and systems capable of delivering warnings through community radio. Safe evacuation routes, risk mapping and regular disaster drills in schools and communities are equally important. Early warning has meaning only when a hazard detected by scientists can, within minutes, become information that enables people at risk to make life-saving decisions.
Cooperation with China and India is equally essential. Existing arrangements for transboundary hydrological and meteorological information should be expanded to cover glaciers, glacial lakes, rainfall, river flows, geological instability and satellite data. Abnormal activity detected upstream in one country could become a life-saving warning for communities downstream in another. Himalayan security is a matter of interdependence, not competition.
Climate finance is not charity. Providing resources for recovery, adaptation and future risk reduction to countries that contribute relatively little to global emissions yet suffer disproportionately from their consequences is a matter of international justice. Nepal, however, must develop a clear national roadmap for accessing loss-and-damage finance. Independent damage assessments, scientific analysis of causes, documentation of economic and non-economic losses, transparent spending and public accountability must form its foundation.
This is also where intergenerational justice begins. If today’s generation ignores ecological limits for short-term economic gain and neglects scientific warnings and preparedness, tomorrow’s children and young people will pay the price. Transferring to them the burden of a crisis they did not create is not merely an environmental failure. It is a moral injustice.
The Bhotekoshi disaster therefore demands a reconsideration of Nepal’s development model, Himalayan security and climate diplomacy. COP31 in Antalya this November offers Nepal an opportunity to bring the Himalayan question to the global stage. Nepal should work with mountain and high-altitude countries to place scientific monitoring, transboundary early warning, adaptation and loss-and-damage finance, and global emissions reduction within a coherent Himalayan agenda.
The Himalaya must not be presented merely as a victim of climate change. It should be understood as a strategic ecological system intimately connected to Asia’s water, food, energy and human security. Mountains do not speak, but their changes issue warnings—sometimes through shrinking ice, sometimes through unstable rock, and sometimes through the sudden destruction unleashed by a river.
We heard the roar of the Bhotekoshi flood. The central question now is no longer merely how much compensation may be received. It is how fairly we share responsibility for a common planetary crisis, how seriously we cooperate, and what kind of Himalaya we leave to future generations. How seriously we listen to the mountain’s silent warning will help determine the map of our shared future.
