Protecting Children Amid War: Russian Commission Releases Fourth Bulletin

Moscow – The Office of the Russian Federation Presidential Commissioner for Children’s Rights has published the fourth issue of its bulletin on activities to protect children during the special military operation. Available in both Russian and English, the report presents a detailed account of humanitarian assistance provided to children and families in conflict-affected areas.

The key subjects covered in the bulletin are as follows:

Updated Overview of Humanitarian Efforts: The report outlines interim results of initiatives such as the “To the Children’s Hands” campaign, “The Day After Tomorrow” programme, and infrastructure development in regions impacted by hostilities.

Family Reunification Process: Detailed information is provided on how the work to reunite children with their loved ones is organised.

Istanbul Negotiations List: A new section has been added concerning the list of 339 individuals handed over to the Russian delegation during negotiations held in Istanbul in the summer of 2025.

International Cooperation: The chapter on international collaboration has been expanded to include cooperation with the First Lady of the United States of America, Melania Trump, as well as earlier collaboration with the State of Qatar.

Operating Principles and Examples of Assistance: The sections detailing the commission’s working methods and concrete examples of support provided to families have been updated.

Countering Disinformation: The chapter addressing disinformation surrounding the topic of child protection has been revised with additional material.

The appendices to the report feature stories of children reunited with their loved ones in Russia, Ukraine, and other countries where assistance has been made possible.

The commission expressed hope that the channel of communication established with the American side, with the assistance of Kirill Dmitriev, Special Representative of the President of the Russian Federation for Investment and Economic Cooperation with Foreign Countries, will make it possible to continue assisting families affected by the ongoing conflict and to convey information about the true state of affairs to the international community.

The first issue of the bulletin was published in April 2023. The decision to prepare such a document was taken following numerous inquiries from Russian and foreign journalists regarding assistance for children and families. The commission has stated that the work continues.
