‘Trump Plan’ for Gaza Largely Dead on Arrival, Over 880 Killed Since Ceasefire: Russia’s Tough Remarks at the UN

New York — Russia has delivered a harsh assessment of the situation in the Gaza Strip at the United Nations Security Council, stating that the so-called ‘Trump Plan’ remains largely a dead letter and that more than 880 Palestinian civilians have been killed in Israeli strikes since the ceasefire was announced.

Addressing a Security Council briefing on the Middle East situation on Wednesday, Russia’s Permanent Representative to the United Nations, Vassily Nebenzia, laid bare his candid views on the ongoing violence in Gaza, the humanitarian crisis, and the failure of the American plan.

Nebenzia remarked that six months after the vote on Security Council Resolution 2803, the so-called ‘Trump Plan’ remains confined to paper, with its declarative successes serving only as a smokescreen to conceal the grim reality in Gaza. He recalled that Russia had abstained during that vote because the resolution failed to mention Israel’s obligations, the role of UNRWA, the situation in the West Bank and East Jerusalem, and the universally recognized two-state solution.

The Russian Ambassador presented facts showing that since the ceasefire was announced on October 10, 2025, Israeli strikes have been killing Palestinian civilians literally each and every day. According to him, more than 880 people have died and over 2,600 have been wounded during that period. Citing the UN Office of the High Commissioner for Human Rights (OHCHR), he noted that most of the deaths resulted from sniper fire and explosions of bombs placed along access routes to water sources. Nebenzia stated that a genuine ‘manhunt’ is underway, targeting Palestinian law enforcement officers.

Highlighting that those who survived in Gaza continue to suffer from acute shortages of food and basic necessities, as well as communicable diseases, he said that large numbers of people are being forced to relocate en masse due to Israeli-imposed restrictions. He also informed that sanitary conditions in the enclave are catastrophic, compounded by acute shortages of clean drinking water. The UN’s emergency humanitarian appeal for USD 4 billion is financed to a meagre 12 percent.

Nebenzia criticized the Board of Peace report for placing the blame for all of Gaza’s misfortunes solely on Hamas. He stated that the premise of making humanitarian aid, investment, and development assistance contingent on political demands cannot be accepted. He also objected to the message being sent that until Palestinian groups disarm, the provisions of the Trump Plan, stipulating that Israel would not occupy or annex Gaza, should be forgotten.

The Russian Ambassador stated that the American plan contains no specific political commitments vis-à-vis the Palestinians themselves. He made a sharp comment that the Palestinians, tormented by a decades-long brutal war, are being cynically lured with depictions of beach resorts, skyscrapers, and promises of jobs — in exchange for their own State, which was pledged to them by the international community more than 70 years ago.
