Thailand Launches SHIELD Platform to Combat Cyber Scams and Human Trafficking

Thailand has launched a new international information-sharing platform aimed at strengthening action against transnational cyber scams, human trafficking and the forced involvement of victims in criminal activities.

The “SCAM and Human Trafficking Information Exchange and Linked Database,” known as SHIELD, was formally introduced on Friday at the conclusion of the International Operational Dialogue on Countering Cyber Scam and Forced Criminality.

The platform has been developed as a centralised web-based system through which law enforcement agencies and relevant authorities from participating countries can securely and efficiently exchange information related to cyber fraud and human trafficking.

Tatchai Pitaneelaboot, deputy commissioner general of the Royal Thai Police and director of the Anti-Trafficking in Persons Center, said delays in exchanging information between countries often hinder investigations, arrests and the rescue of victims.

“To address these challenges, the Thai government has developed a centralised web application that enables participating countries to exchange data securely and efficiently,” he told representatives of partner countries and international organisations.

According to Thai authorities, SHIELD is designed to integrate cross-border communications, banking transaction records and mobility data. The system is expected to help investigators identify members of international fraud syndicates, trace financial transactions, map criminal networks and track the movement of suspects and victims.

By connecting digital evidence and financial records held in different jurisdictions, the platform is also expected to support the identification of potential victims and facilitate coordinated legal action against those responsible.

Tatchai said the effectiveness of international cooperation depends on the rapid exchange of actionable intelligence and the ability of authorities to conduct timely operations.

“In this fight, timely action is everything. Every minute we save is a life protected,” he said.

The initiative comes amid growing concern over criminal networks that lure people with promises of lucrative employment before transporting them to scam centres, where they are subjected to threats, coercion or confinement and forced to participate in online fraud.

Thailand’s Minister of Social Development and Human Security, Nikorn Soemklang, said the country was ready to work closely with trusted international partners in the fight against cyber scams and human trafficking.

He stressed that shared commitments must be translated into concrete action through stronger legal frameworks, closer international cooperation, effective law enforcement and meaningful protection for victims.

Thai officials said SHIELD would enhance coordination among law enforcement agencies, immigration authorities, banks, financial institutions and organisations working to combat human trafficking.

Representatives of participating countries and international organisations also discussed measures to improve information sharing, joint investigations, financial monitoring, victim identification and rescue operations, as well as cross-border legal cooperation.
