Russia, DPRK Agree to Further Expand Strategic Partnership

Russia and the Democratic People’s Republic of Korea have reaffirmed their commitment to further developing the full spectrum of bilateral relations under their Treaty on Comprehensive Strategic Partnership.

The agreement was reached during the third round of the Russia–DPRK strategic dialogue between Russian Foreign Minister Sergey Lavrov and DPRK Foreign Minister Choe Son-hui in Moscow on July 20.

According to the Russian Foreign Ministry, the two ministers held detailed discussions on key issues on the bilateral agenda. Particular attention was given to implementing agreements reached by Russian President Vladimir Putin and DPRK State Affairs Commission Chairman Kim Jong-un in June 2024.

Both sides reaffirmed their determination to expand political, economic, security and other areas of cooperation in accordance with the provisions and spirit of the comprehensive strategic partnership treaty.

The Russian side said the treaty had elevated the traditionally friendly relationship between Russia and the DPRK to a new strategic and allied level.

While discussing international and regional issues, the two countries described the expansion of military activities by the United States and its allies around the Korean Peninsula as the primary cause of the deteriorating security situation in Northeast Asia.

They argued that stronger Russia–DPRK relations would contribute to regional and international security and support the emergence of a multipolar world order based on equality, mutual respect and due consideration for each other’s interests.

The foreign minister-level strategic dialogue between Russia and the DPRK was launched in November 2024 in accordance with agreements reached at the Pyongyang summit.

The second round of the dialogue was held in Wonsan, DPRK, in July 2025.

Both sides agreed to continue the strategic dialogue and maintain regular diplomatic exchanges between the two countries at various levels.
