China to Revise 12 Regulations, Repeal Three as Ecological and Environmental Code Takes Effect

China’s new Ecological and Environmental Code will take effect on Saturday, prompting adjustments to existing administrative regulations to ensure consistency with the new legal framework.

Chinese Premier Li Qiang has signed a State Council decree publicizing a decision to revise and repeal certain administrative regulations in line with the Code.

Under the decision, 12 administrative regulations, including those concerning the national census of pollution sources and environmental monitoring, will be revised to bring them into conformity with the provisions of the new Code.

Three other administrative regulations will be repealed to meet new requirements related to high-quality development and ecological progress.

Chinese authorities said the move is intended to establish a coherent and coordinated regulatory framework with consistent rules governing ecological and environmental protection. The decision on the revisions and repeals will also take effect on Saturday.

China’s top legislature adopted the Ecological and Environmental Code in March. The Code contains 1,242 articles across five chapters and covers areas including pollution control, ecological protection, and green and low-carbon development.

The new Code is also aligned with China’s long-term climate and green development goals. China has pledged to peak carbon emissions before 2030 and achieve carbon neutrality before 2060.

With the Code coming into force, China is seeking to further institutionalize environmental governance, pollution control and green transformation by integrating relevant administrative arrangements within a more unified legal framework.
