Khagaraj Bhatta Becomes Chief Minister of Sudurpashchim, Prioritizes Good Governance and Provincial Capital Implementation

After a long political wait, Khagaraj Bhatta has become Chief Minister of Sudurpashchim Province. Bhatta, who had previously received political assurances regarding the chief ministerial post from former Nepali Congress president Sher Bahadur Deuba and then Maoist Centre chairman Pushpa Kamal Dahal, has finally taken leadership of the provincial government under a new political alignment.
A long-time political figure from Dadeldhura, Bhatta is known for his relatively simple political style. He contested three parliamentary elections against Deuba, losing to him in 2008, 2013 and 2017.
In the 2022 provincial election, however, Bhatta was elected from Dadeldhura Provincial Assembly Constituency No. 1. He received 12,112 votes and defeated CPN-UML candidate Pathan Singh Bohara.
After entering the Provincial Assembly, Bhatta emerged as one of the leading contenders for chief minister. However, successive political realignments brought Rajendra Singh Rawal, Kamal Shah and other leaders to the provincial government. Bhatta has now secured the opportunity to lead the province after years of waiting.
Bhatta was born on December 17, 1974, in Chaudi Kapalli of Ajaymeru Rural Municipality-4, Dadeldhura. Active in left-wing politics since his student years, he became a general member of the then CPN Unity Centre in 1990.
He later became a full-time activist in the Maoist movement. Over the years, he held district and regional responsibilities before becoming a central committee member, secretary of the Seti-Mahakali State Committee, and later co-in-charge and in-charge of the party in Sudurpashchim.
Members of Bhatta’s family were also actively involved in the Maoist movement. His elder brother, Jayaraj Bhatta, was killed during the conflict. His wife, Manju Bam, was also active in the Maoist movement and held responsibilities in the cultural and media sectors.
After becoming chief minister, Bhatta said institutionalizing good governance would be his first priority. He acknowledged that successive provincial governments had failed to effectively explain the relevance of federalism and the role of provincial structures to the public.
He said citizens had not been sufficiently informed about roads, school buildings, irrigation systems and other infrastructure developed through provincial government investment.
Bhatta has said his government will prioritize good governance, transformative and scientific development, planning aligned with the Sustainable Development Goals, and the maximum utilization of provincial resources.
He has also identified implementation of the long-delayed decision on Sudurpashchim Province’s permanent capital as one of the major challenges facing his government.
At a time when public confidence in provincial governments has weakened, Bhatta’s tenure will be closely watched for whether his administration can deliver on good governance, improve development implementation and demonstrate the practical relevance of the provincial system.
