Russia and Vietnam Discuss Expansion of Cooperation in Urban Rail, Training and Economic Ties

A Vietnamese delegation led by Tran Duc Thang, Secretary of the Hanoi Party Committee and a member of the Politburo, held a series of meetings in Moscow and St. Petersburg during a working visit to Russia from August 12 to 17.
The discussions focused on prospects for expanding bilateral cooperation in personnel training, urban railway development, trade, economic relations, culture and youth exchanges.
During the visit, the Vietnamese delegation held talks with officials from the Russian Ministry of Transport, Russian Railways, and the municipal authorities of Moscow and St. Petersburg.
Urban railway development in Hanoi was among the key areas of discussion. The Vietnamese side expressed interest in drawing on Russian experience and technologies in transport infrastructure, technical standards, design, operation, technology transfer and professional training.
Russian officials said the country’s experience in building and operating metro systems under complex urban and geographical conditions could be useful for infrastructure projects in Vietnam.
Talks with Russian Railways also covered possible cooperation in railway and urban rail network development, management, operations, technology transfer and workforce training.
The two sides additionally discussed ways to strengthen trade and economic relations, as well as cultural and youth exchanges.
Separate attention was given to the implementation of the Hanoi-Moscow cooperation programme for 2025-2027, with both sides exploring ways to connect existing ties between the two capitals with new investment and development projects.
St. Petersburg also expressed readiness to share its experience in metro construction and operation with Hanoi. The Russian city operates one of the world’s deepest metro systems and has extensive experience in underground transport infrastructure.
The visit reflected broader efforts by Russia and Vietnam to expand their traditional partnership into practical areas such as transport infrastructure, modern technology, human resource development and urban management.
