Russia Says Ukrainian Attacks Killed 48 Civilians in One Week

Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik has claimed that Ukrainian attacks between September 7 and 13 killed 48 civilians, including three children, in Russian regions and territories under Russian control. He said another 336 civilians were injured, including 16 minors.

According to Miroshnik, the total number of civilian casualties during the week reached 384. He also claimed that Ukrainian forces used at least 8,243 munitions against civilian facilities on Russian territory during the period, describing it as one of the highest weekly totals recorded since the beginning of the year.

The Russian side said the highest numbers of civilian casualties were recorded in the Belgorod Region, the Donetsk and Luhansk regions, the Zaporizhzhia and Kherson regions, and Krasnodar Territory. Miroshnik further claimed that Ukrainian forces carried out an average of around 1,180 strikes on civilian facilities each day.

He accused Ukrainian forces of violating international humanitarian law by targeting medical facilities and personnel. According to the Russian account, a drone strike on a residential building in the Alyoshki District of the Kherson Region damaged two ambulances, while a primary care and maternity clinic in Radensk was also struck.

Miroshnik also said that a Ukrainian drone hit an ambulance on the Zachatovka–Krasnaya Polyana road in the Volnovakha District of the Donetsk region, severely damaging the vehicle. Another primary care and maternity clinic was reportedly damaged in the village of Mikhailovka in the Rylsk District of the Kursk Region.

The Russian side has characterised the incidents as deliberate attacks on civilians and medical infrastructure. The casualty figures and incident details are based on claims by the Russian Foreign Ministry.
