Russia Proposes Changes to University Entrance Examinations from 2027

Russia’s Ministry of Science and Higher Education has proposed changes to university entrance examination requirements starting in 2027. A draft ministerial order outlines revised subject requirements for several academic disciplines, including mechanical engineering, information security, tourism, hospitality management and military journalism.
Under the proposal, physics would become a compulsory entrance examination for all programmes and specialisations within the mechanical engineering group. The measure would place greater emphasis on applicants’ foundational knowledge of physics before entering technical higher education.
History would also become mandatory for programmes in which universities previously had the option of choosing between history and social studies. The proposed change would standardise the subject requirement across the affected programmes.
For information security programmes, mathematics would become a compulsory entrance examination. Computer science and physics would be included among the additional examination subjects, reflecting the importance of mathematical and technical knowledge in cybersecurity education.
Applicants seeking admission to tourism and hospitality management programmes would be required to take either history or geography as their second entrance examination. Social studies, history, geography and a foreign language would be included among the options for the third and fourth examinations.
For military journalism, literature would be designated as the second entrance examination. The list of possible third and fourth examination subjects would include history, social studies, geography and a foreign language.
If approved, the proposed changes would take effect in 2027, requiring prospective students to prepare according to the revised subject requirements for their chosen programmes.
The measures remain part of a draft ministerial order and may be amended before final approval.
