Russia’s Ruling Party Retains Constitutional Majority in State Duma

Russia’s ruling United Russia party won 349 seats in the 450-member State Duma, according to the final results of the country’s ninth parliamentary election announced on Friday by Central Election Commission Chair Ella Pamfilova. The total exceeds the 301 seats needed for a constitutional majority.

The Communist Party of the Russian Federation won 37 seats, the Liberal Democratic Party of Russia 23, New People 19, A Just Russia 17 and Rodina one. Four independent candidates were also elected. The chamber will therefore include representatives of six political parties and four independents.

According to the commission, turnout in the September 18–20 election was 59.8 per cent, compared with 51.72 per cent in the 2021 parliamentary election. Half of the Duma’s 450 seats are allocated through party lists, while the other 225 are filled through elections in individual constituencies.

Earlier preliminary results had projected 355 seats for United Russia. The final seat allocation announced on Friday put its total at 349. Under both figures, the party retains a constitutional majority.
