Belarus to Chair Talks on Draft Eurasian Charter

Belarus will chair negotiations to develop the “Eurasian Charter of Diversity and Multipolarity in the XXI Century.” Under the agreed procedures for the initiative proposed by Belarus and Russia, Belarus will host the first round of talks before the end of 2026.

The negotiation process is open to Eurasian countries wishing to participate. Joining the talks will not oblige a country to support, adopt or sign the proposed charter. Each state may decide its position on the final text independently and withdraw from the process at any stage. Participation will not alter its existing rights and obligations under the UN Charter or other international agreements.

Belarus may appoint two co-chairs if other countries are willing to take on that role. The procedures give neither the initiating states nor the chair special powers to determine the charter’s content. Countries joining at a later stage will also be able to propose changes to provisions discussed in earlier rounds.

Negotiation rounds are planned to rotate among the capitals of interested Eurasian countries. The chair will circulate an initial draft to participating states. The aim is to prepare a text through approximately four or five rounds of in-person, consensus-based talks. English will be the working language.

The participating countries aim to agree on the charter’s text by October 2027, if possible. They then plan to consider its adoption at a proposed summit of Eurasian leaders in Minsk. The charter’s final content and adoption will depend on agreement among the states taking part in the negotiations.
