Xi’s US Visit Produces Eight Understandings, With Progress on Trade and Technology Talks

China and the United States reached understandings in eight areas during Chinese President Xi Jinping’s visit to the United States from September 23 to 25. The accounts released by both governments include a commitment to develop a constructive relationship of strategic stability based on respect, fairness and reciprocity.
The two sides agreed to continue economic and trade consultations and advance their trade mechanisms. China’s account describes an arrangement for reciprocal tariff reductions covering US$30 billion in goods in each direction. The US account says the two sides reached consensus on recommendations for more favourable tariff treatment for those goods. Further decisions will determine how the proposed arrangement is implemented.
The countries also agreed to support each other as hosts of major international meetings: China will host the APEC Economic Leaders’ Meeting in November, while the United States will host the G20 Leaders’ Summit in December. Both presidents expressed their intention to attend the other country’s event.
The two sides announced a dialogue on the risks and benefits of emerging technology and a separate communication channel for related incidents. China’s account calls it an “AI Dialogue,” while the US account refers to a “Super Intelligence Dialogue.” The next round of talks is planned for November.
Both accounts say the leaders agreed that Iran should honour its commitment not to develop nuclear weapons and that no country or institution should impose transit fees on international waterways. The eight understandings also cover counternarcotics cooperation, the two countries’ alliance during the Second World War and the planned arrival of two giant pandas from China at Zoo Atlanta.
According to China’s account, the two militaries intend to conclude an agreement on crisis communication and prevention as soon as possible. The visit set a political direction for stabilising relations, while the effect of the proposed trade, technology and military measures will depend on their implementation.
