Russia and Nicaragua Sign Biological Security Memorandum

Russian Foreign Minister Sergey Lavrov and Laureano Ortega, Special Representative of the Co-Presidents of Nicaragua for the Development of Relations with Russia and Co-Chair of the Intergovernmental Russian-Nicaraguan Commission, held a meeting on June 5 on the sidelines of the 29th St. Petersburg International Economic Forum. The meeting was also attended by Veronika Skvortsova, Head of the Federal Medical-Biological Agency of Russia and Chair of the Russian part of the Intergovernmental Commission.

The sides exchanged views on current issues of bilateral cooperation in a traditionally trust-based and friendly atmosphere. They expressed their mutual commitment to strengthening the Russia-Nicaragua strategic partnership in every way.

Following the meeting, Lavrov and Ortega signed a Memorandum of Understanding between the Government of the Russian Federation and the Government of the Republic of Nicaragua on biological security.

During the meeting, Lavrov recalled that the last time they met was in Moscow in 2025 at the signing ceremony for cooperation agreements between the Donetsk and Lugansk People’s Republics, the Zaporozhye and Kherson regions, the city of Sevastopol, and the Republic of Nicaragua. Since then, relations have continued to develop.

He noted that agreements on cooperation between Nicaragua and Sevastopol will be signed as part of the St. Petersburg International Economic Forum. Lavrov emphasized that Russia greatly values its truly friendly and fraternal ties, as well as the established tradition between their leaders to always support each other.
