Hong Kong Pushes AI Development to Boost Economic Competitiveness

Hong Kong — Paul Chan, financial secretary of the Hong Kong Special Administrative Region government, said on Sunday that Hong Kong is accelerating the development of artificial intelligence to empower industries, strengthen economic competitiveness and bring practical convenience to people’s daily lives.

In his blog, Chan said Hong Kong hopes to create new growth highlights by advancing AI development. He noted that the Sandy Ridge Data Facility Cluster is under construction and is expected to provide 180,000 peta-floating point operations per second, or PFlops, by 2032. This would be 36 times the city’s current capacity.

In addition, Hong Kong’s Artificial Intelligence Subsidy Scheme has already approved more than 30 projects, covering areas such as large language models, medical AI models and embodied intelligence.

Chan said collaboration among the government, industry, universities, research institutions and investors is helping Hong Kong attract top international AI talent. He added that many are using the city as a base for research, exchange and entrepreneurship.

He also said the committee on AI+ and Industry Development Strategy has been successfully formed and will hold its first meeting soon.

Under the concept of “AI training for all,” 50 million Hong Kong dollars, or about 6.38 million U.S. dollars, has been allocated to organize more than 200 events over the next two fiscal years. The programs are expected to benefit around 50,000 participants.

Chan further said that 300 million Hong Kong dollars will be allocated this year to enhance the Digital Transformation Support Pilot Program. The program focuses on helping small and medium-sized enterprises adopt readily available AI and cybersecurity solutions.

According to Chan, these technologies can help businesses forecast consumer trends, optimize marketing strategies and automate daily operations. The measures are expected to accelerate Hong Kong’s digital transformation while improving productivity and competitiveness across industries.
