Putin and al-Sharaa Discuss Expansion of Russia-Syria Cooperation

Russian President Vladimir Putin and Syrian President Ahmed al-Sharaa held a telephone conversation on August 26, discussing the current state of bilateral relations, prospects for further cooperation and the situation in Syria.

According to the Kremlin, the two leaders expressed readiness to deepen political dialogue and expand cooperation in trade, the economy, humanitarian affairs and other areas. They also agreed on the importance of maintaining institutional contacts between Moscow and Damascus amid changing regional circumstances.

During an exchange of views on Syria, Putin reaffirmed Russia’s support for the country’s unity, territorial integrity and sovereignty. He also emphasized the importance of creating conditions for long-term normalization and post-conflict reconstruction.

The leaders discussed the Memorandum of Understanding signed on August 9 concerning the reorganization of Russia’s Khmeimim Air Base and the logistics support facility in Tartus. Both sides noted the importance of the agreement in shaping the future framework of Russia-Syria security and strategic cooperation.

The Khmeimim Air Base and the Tartus facility have long served as key centers of Russia’s military and strategic presence in Syria. The latest agreement indicates that Moscow and Damascus are seeking to reorganize the role and operation of these facilities in accordance with Syria’s evolving political and security environment.

Putin and al-Sharaa agreed to maintain contacts at various levels.

The conversation suggests that Russia and Syria intend to preserve and adapt their bilateral relationship as Syria moves through political transition and reconstruction, with both sides seeking to redefine cooperation in line with the country’s new circumstances.
