Services Cannot Send Discount Notifications Without User Consent, Russian Expert Says

Online services and companies in Russia are not permitted to send users advertising notifications about discounts and other promotional offers without their prior consent, according to a Russian expert.

Kholod, an expert at the Plekhanov Russian University of Economics, told TASS that user consent is required before services can send promotional notifications concerning discounts.

According to her, users can file a complaint if advertising notifications are sent without their consent or if they are not provided with an effective option to disable such messages.

Complaints in such cases can be submitted to Russia’s Federal Antimonopoly Service, known as FAS. Companies found to have violated the applicable requirements may face fines, she noted.

As digital services and online commerce continue to expand, requirements concerning user consent and the ability to opt out of promotional communications are becoming increasingly important elements of consumer protection in the digital environment.
