Russia Seeks to Expand Cooperation with Ghana at Municipal Level

Russia has initiated efforts to expand its bilateral cooperation with Ghana to the level of local government and municipal administration. In early September 2026, Russian Ambassador to Ghana Andrei Ordash held courtesy meetings with municipal leaders in Accra, expressing Moscow’s readiness to strengthen engagement in municipal governance and local self-government.

Ambassador Ordash met with Accra Mayor Michael Kpakpo Allotey. He also held separate meetings with Alfredos Nii Anyetei, Municipal Chief Executive of the La Dade-Kotopon Municipal Assembly, and Dr. Michael Mensah, Municipal Chief Executive of the Ayawaso West Municipal Assembly. The engagements reflected Russia’s interest in extending bilateral cooperation beyond national-level diplomatic contacts to include local administrative institutions.

During the meetings, the Russian ambassador expressed his country’s readiness to engage with the relevant Ghanaian authorities in areas related to municipal self-governance. The initiative could create opportunities for closer institutional contact and the exchange of administrative experience between local authorities in the two countries.

The meetings also highlighted the potential role of municipal diplomacy in strengthening Russia–Ghana relations. Direct engagement between local administrations may provide a foundation for future cooperation in governance and other areas of mutual interest.

No formal agreement, joint project or implementation timetable was announced following the meetings.

Ambassador Ordash’s engagements demonstrate Russia’s interest in broadening its relationship with Ghana by establishing direct communication with municipal authorities and strengthening cooperation at the local government level.
