Tri-National Disaster Mechanism Is No Longer an Option, but a Necessity

The devastating Rasuwa-Bhote Koshi disaster has once again reminded Nepal of a hard reality: natural hazards originating in the Himalayas can no longer be managed effectively within the administrative boundaries, early-warning systems or rescue capacities of a single country. Glacier instability, ice-rock avalanches, landslides, river blockages, sudden floods and glacial lake outburst events can begin in the high Himalayan region of China, pass through Nepal and eventually affect India. In this context, a permanent trilateral disaster-risk mechanism among Nepal, China and India has become a national necessity rather than merely a political idea.

The proposal advanced by King Gyanendra Shah for a trilateral disaster mechanism should therefore be viewed through the lens of national interest. The value of a useful proposal should be determined not by who presents it, but by whether it can strengthen long-term public safety and national resilience. The immediate need is not a debate over political ownership, but a serious scientific and diplomatic assessment of how such a mechanism could be implemented.

The latest disaster in Rasuwa has shown that information and time are often the most critical elements in a transboundary emergency. If unusual developments in an upstream basin are detected and communicated to downstream areas within minutes, substantial loss of life can potentially be prevented. It may not always be possible to predict the exact moment of a major collapse, but once an event begins, seismic sensors, satellites, river gauges, radar, weather systems and ground-monitoring technologies can often detect it rapidly. That information must then move across borders without delay.

The first pillar of any trilateral mechanism should therefore be real-time data sharing. If a river becomes blocked, a glacial lake becomes unstable or a major landslide occurs in an upstream area in China, Nepal should receive the information immediately. If river flows in Nepal rise to dangerous levels, downstream authorities in India should be warned in time. Emergency information that can save lives should not be delayed by lengthy administrative or diplomatic procedures.

Such a mechanism does not need to begin as a large and politically complicated institution. Existing Nepal-China and Nepal-India information systems can first be strengthened and linked where appropriate. The next step could bring together hydrologists, glaciologists, geologists, meteorologists and disaster specialists from all three countries in a common technical network. Joint mapping of high-risk glacial lakes and river systems, shared warning thresholds, emergency contact centres, regular exercises and post-disaster scientific investigations could gradually form the foundation of a permanent trilateral structure.

For Nepal, this also represents a significant diplomatic opportunity. India and China may remain strategic competitors, but Himalayan natural hazards are a shared challenge. Nepal does not need to position itself as a mediator of their political differences. It can instead become a bridge for cooperation in areas where the fundamental interests of all three countries converge: saving lives, reducing climate risk and protecting transboundary river systems.

Trilateral disaster cooperation should also extend beyond early warning. Roads, bridges, hydropower projects, transmission lines, customs infrastructure and riverbank settlements must be reassessed against changing Himalayan risks. Infrastructure designed mainly on the basis of historical flood records may no longer be sufficient for cascading disasters involving glacier instability, rock collapse, river blockage, temporary lake formation and sudden debris flows.

Nepal must also stop treating disaster management primarily as a matter of rescue and relief after an event. Himalayan risk is now directly linked to national security, energy, trade, health, infrastructure, foreign policy and everyday life. Natural security in the Himalayas should therefore become an explicit part of Nepal’s broader national security thinking.

The Rasuwa tragedy may eventually disappear from the daily news cycle, but the warning it has given should not disappear with it. The government now has a clear responsibility: assess the feasibility of a trilateral disaster mechanism without delay, begin formal discussions with China and India, and prepare a roadmap for real-time early warning and transboundary risk management.

The Himalayas do not recognize political borders. The response to their risks cannot remain confined within borders either.

Shared risk requires shared preparedness.

This is the moment to move the proposal from discussion to implementation.
