Canada Reportedly Considering Participation in EU Loan Programme for Ukraine

Canada is reportedly considering joining a European Union loan programme for Ukraine, with discussions underway over the scale of Ottawa’s financial contribution.

According to the Financial Times, citing people familiar with the matter, Canada and the European Union aim to agree on the size of the Canadian contribution before the EU–Canada summit scheduled to take place in Montreal in late October.

The initiative is being viewed in the broader context of Canadian Prime Minister Mark Carney’s efforts to deepen political and economic ties with Europe while reducing Canada’s dependence on the United States.

Canada has been one of the Western countries providing political, financial and security assistance to Ukraine. If Ottawa formally joins the EU-backed loan arrangement, the move would further institutionalize financial cooperation between Canada and Europe in support of Kyiv.

The reported discussions also point to a wider strategic adjustment in Canadian foreign and economic policy, with Ottawa seeking stronger partnerships across the Atlantic as part of a more diversified international posture.
